💡 What is the Fitment Factor in 8th Pay Commission?

The fitment factor is the multiplier used by the Central Pay Commission to revise the basic pay of central government employees and defence personnel. In the 7th CPC, a uniform fitment factor of 2.57 was applied, raising minimum basic pay from ₹7,000 to ₹18,000.

Under the 8th Pay Commission, while employee federations and National Council (JCM) are pitching for a factor between 2.86x and 3.83x, financial analysts widely anticipate a benchmark around 2.28x to balance real wage growth against fiscal budget sustainability.

💰 Fitment Factor & Arrears Impact

Because pay commissions are customarily given retroactive effect from January 1, 2026, employees will receive retroactive arrears based on the monthly difference between their revised 8th CPC basic pay and their existing 7th CPC basic pay.

For an estimated 20-month implementation period (Jan 2026 to Sep 2027), a fitment factor of 2.28x yields approximately ₹4.60 Lakhs in arrears for entry Level 1, scaling up to ₹14.36 Lakhs for Level 10 and ₹64 Lakhs for Level 18.
