Many employees confuse "Basic Pay Difference" with "Net In-Hand Salary Difference". When pay scales are revised, the Dearness Allowance rate resets, altering the entire deductions and allowances structure.

1. The Dearness Allowance Absorption Factor

Under 7th CPC, employees currently receive Basic Pay + 55% DA. When 8th CPC is implemented, this 55% DA is absorbed into the new Basic Pay. Therefore, the actual cash increase in your monthly pay slip is the difference between your New Gross Pay (at 0% DA initially) and your Old Gross Pay (which had 55% DA).

2. Statutory NPS / UPS Deductions on Arrears

Under the National Pension System (NPS) and Unified Pension Scheme (UPS), government employees contribute 10% of (Basic Pay + DA) towards retirement. When arrears are credited, a statutory 10% deduction is applied to the Basic Pay arrears component, which is credited to your PRAN account alongside the matching Government contribution (14% under NPS / 18.5% under UPS).

3. Health Scheme & Insurance Adjustments

Subscription rates for Central Government Employees Group Insurance Scheme (CGEGIS) and Central Government Health Scheme (CGHS) are also adjusted per pay level, with revised deductions applicable from the date of notification.
