Class Z Cities & Rural Stations: HRA Rules, Quarters vs Cash
- Qualifying Criteria: All stations, border outposts, cantonments, and rural hubs not under X or Y.
- Current Rate: 10% of Basic Pay (statutory floor ₹1,800).
- Floor Jump: Projected 8th CPC floor rises to ~₹4,100/month for entry-level personnel.
- Quarter Forfeiture: Staff occupying official government quarters forfeit HRA and pay standard license fees.
Class Z comprises all locations, cantonments, outposts, and rural stations not categorized under Class X or Class Y. The current notified HRA rate is 10% of Basic Pay.
1. Who Is Covered Under Class Z?
Employees in district headquarters under 5 Lakh population, border security posts, railway wayside stations, defence field installations, and rural postal divisions receive Class Z HRA.
2. Statutory Minimum Floor Protection
Even though 10% of Level 1 Basic (₹18,000) is ₹1,800, the Ministry of Finance mandates a minimum floor HRA of ₹1,800. In 8th CPC, this floor is projected to rise to ₹4,100 / month, ensuring entry-level personnel receive adequate living support.
3. Govt Quarters vs HRA Allowance
Central government staff allocated General Pool Residential Accommodation (GPRA) or departmental quarters forfeit HRA and pay a nominal monthly license fee. In rural postings with limited private rental markets, taking government accommodation is often preferred.
