Pension Arrears for Central Civil & Defence Pensioners

📌 Key Takeaways at a Glance
  • 50% Formula: Basic pension is fixed at 50% of the last drawn basic salary under the revised pay matrix.
  • Full Retrospective Benefit: Pensioners and family pensioners receive complete retrospective arrears with Dearness Relief (DR) revision.
  • Commutation Shield: Commuted portions already deducted continue as per existing schedules without clawback.

Central Government pensioners, defence ex-servicemen, and family pensioners are entitled to full retroactive arrears under the 8th Central Pay Commission recommendations.

1. Basic Pension Revision Formula

In accordance with standard Pay Commission guidelines, pension is fixed at 50% of the last drawn basic pay or determined through Concordance Tables correlating 7th CPC pension to 8th CPC levels. Under a 2.28 fitment factor, an existing basic pension of ₹22,450 (Level 7) rises to ₹51,200, creating an entitlement of ₹28,750 per month in pension arrears.

2. Dearness Relief (DR) Merger

Just like serving employees, pensioners have their Dearness Relief (DR) neutralized upon revision. The arrears payout reflects the difference between revised basic pension and old pension plus DR.

3. Commutation Restoration Impact

Pensioners who commuted 40% of their pension continue to have the commuted portion deducted based on original commutation factor rules. However, arrears on the uncommuted 60% portion and Dearness Relief are paid in full without additional recovery.
