1. Formula for HRA Arrears

HRA Arrears = (Projected 8th CPC Monthly HRA − Current 7th CPC Monthly HRA) × Arrear Months

2. Historical Precedent: The 7th CPC Allowance Committee Delay

In the 7th CPC, while Basic Pay and Pension arrears were paid backdated to 1 January 2016, allowances (including HRA) were referred to the Ashok Lavasa Allowance Committee. The revised HRA rates were notified in July 2017 and implemented prospectively from 1 July 2017 without allowance arrears.

However, staff federations (National Council JCM) have strongly demanded that the 8th Pay Commission disburse full retrospective arrears on allowances from 1 January 2026 without repeating the 7th CPC allowance delay.

3. Tax Planning for Arrears under Section 89(1)

Receiving accumulated arrears in a single lump sum may push an employee into a higher tax bracket. Central employees can file Form 10E online via the Income Tax e-filing portal under Section 89(1) of the Income Tax Act to calculate tax relief across the applicable financial years.
