Dearness Allowance is revised twice every year—effective 1 January and 1 July—based on the All India Consumer Price Index for Industrial Workers (AICPI-IW). Because DA hike orders are usually announced in March and October respectively, central employees regularly receive retrospective DA arrears.

1. The Regular 3-Month DA Arrear Cycle

  • January DA Hike: Announced in March/April. Employees receive arrears for January, February, and March with their April salary.
  • July DA Hike: Announced in September/October (typically before Diwali). Employees receive arrears for July, August, and September with their October salary.

2. DA Arrears Calculation Formula

Monthly DA Arrear = (New DA% − Old DA%) × Basic Pay
Total DA Arrear = Monthly DA Arrear × Number of Retroactive Months

3. Historical Precedent & 18-Month Withheld DA Status

During the pandemic, the Central Government froze three installments of DA and Dearness Relief (DR)—from 1 January 2020 to 30 June 2021. Staff side representations through the National Council (JCM) have consistently requested the release of these 18 months of withheld arrears.
