Under the Central Civil Services (Pension) Rules, 2021 and guidelines issued by the Department of Pension & Pensioners' Welfare (DoP&PW), central government superannuation pensions, family pensions, and retirement gratuities follow strict statutory formulas.
Central Government Dearness Relief (DR) is set at 60%. Full Dearness Relief is calculated on the original unreduced Basic Pension, ensuring pensioners maintain continuous purchasing power regardless of whether they commuted 40% of their pension.
Statutory Rules & Mathematical Calculation
- Full Pension Qualifying Service: Employees with 20 or more years of service receive a full 50% of the last basic pay (or average of the last 10 months). Minimum qualifying service for any pension is 10 years.
- Commutation Factor Table: Commutation is permitted up to 40% of basic pension. The commutation lump sum uses the official factor table (e.g., 8.194 for retirement at age 60, next birthday 61). Commuted pension is fully restored after 15 years.
- Retirement Gratuity Ceiling: Gratuity is capped at ₹25 Lakh (enhanced from ₹20 Lakh when DA crossed 50%) and is 100% tax-free under Section 10(10)(i).
- Senior Pensioners Additional Quantum: Beneficiaries reaching age 80 receive +20%, age 85 receive +30%, age 90 receive +40%, age 95 receive +50%, and age 100+ receive +100% additional pension.
